About
|
NePP
works in conjunction with I&DeA (the
Improvement and Development Agency),
owned and rolled out by the London Borough
of Newham, NePP aims to achieve several
goals :
1) To enable authorities to take full
advantage of e-Procurement
2) To Raise the profile of e-Procurement
3) To publish Best Practice Advice and
guidance to support the implementation
of e-procurement by all Local Authorities. |
Focus
|
This website is focussed
on support for local authorities by local
authorities in the arena of government
e-procurement processes. It is a useful
resource for those interested in public
sector e-procurement processes that take
place from the purchaser side. NePPs
2005-2006 aims are based on efficiency
and cash saving themes which involve
e-tendering, e-sourcing and supplier-side
issues. |
Why
it's useful
|
This is useful to
suppliers from an insight point of view:
NePP is “the central resource for
the e-procurement advice and support
for all English local authorities. The
Project represents all the major influencers
in the procurement and e-procurement
space”. Suppliers who have, or
are about to embark on a public sector
e-procurement project or e-tender could
benefit from equipping themselves with
knowledge from this site. |
Particular
areas of use
|
Currently, the NePP
05-06 page is of most use to suppliers,
here there are also useful links to the
their “How To” guides and
Benefits Guide. They are also currently
looking to extend it’s coverage
of specialist areas including Schools,
Social Services, Construction and SMEs,
which may be of interest to suppliers
working in these fields.
There are also numerous case studies
and downloadable documents on this site
covering all aspects of e-procurement,
including e-tendering, for each document
there are other suggested downloads,
e.g. “People who downloaded this
document also downloaded…” |

to choose the best software solution. |
Focus
|
Buyer Organisations
thinking about implementing e-procurement |
Why
it's useful
|
This is useful because
it breaks down the issues to consider
and references examples of well-known
companies that have implemented e-procurement
with advice from people who were involved.
It starts on a fairly basic level and
builds up to the more complex issues
without clouding the subject. |

in general |
Why

This is a useful document on the ways and reasons

focussed case studies and the reasoning process that took place
when implementing e-procurement systems across the public sector.
Of particular use to large-scale projects and people interesting
in public sector/ government tenders. |

About
|
This section is about RBC’s
move to e-procurement and includes information on the changes,
how it will effect their suppliers and the suppliers they will
use in the future. |
Focus
|
Supplier Organisations, although there is more
general information about e-procurement |
Why
it's useful
|
This is one of a relatively small number of
articles that, from the buyer point of view, outline how suppliers
will be effected by their move to e-procurement and informs new
suppliers (SMEs in particular) that it is not as difficult as often
conceived to break into supplying large firms, something that is
aided by their implementation of e-procurement. Particularly worth
reading as a case study. |

as part of a major cost reduction strategy. |
Focus
|
Large International Corporate buyers procuring
products internationally. |
Why
it's useful
|
This article is a very interesting and honest
insight in to what is needed in order to implement a large-scale
e-procurement/e-sourcing system. It gives an insight into realistic
time frames, the choice to avoid buying in bespoke software, the
communication requirements between buyer and supplier, the use
of training for smooth transition and so on. |

About
|
Sara Lee/DE consists of 30 independent
operating companies spread across over 15 European companies, and
was one of the first major European companies to begin developing
an e-procurement business model, in 1999. |
Focus
|
Large corporate buyers purchasing high volumes
of raw materials |
Why
it's useful
|
This is a useful document because it illustrates
another set of reasons for which e-procurement was adopted, one
which is relevant to consolidating disparate factions of a company
(see e-procurement delivers an ROI for Johnson Matthey for more
on this). The key player in this process was L.M. (Theo) de Kool,
CFO of Sara Lee/DE who has extensive experience in the field. Much
of the case study is based on his views of the process retrospectively. |
Particular
areas of use
|
All; this is a three page document which is
of particular interest because it places particular emphasis on
de Kool’s efforts to create a sound business model, develop
that model further and convince his superiors that it was a good
idea. |
